India–Russia Engagement in the Arctic: Navigating Emerging Geopolitical Dynamics
The Arctic is no longer a peripheral frontier. Climate-induced ice melt has unlocked vast hydrocarbon reserves, estimated at 13 per cent of undiscovered global oil and 30 per cent of undiscovered natural gas (Gautier Citation2011), alongside transformative shipping routes and intensifying great power competition. Russia, the US and China are v ying for strategic advantage in the region, while non-Arctic States like India are recalibrating their foreign policies accordingly (Østhagen Citation2025). Against this backdrop, India and Russia, longstanding strategic partners, have expanded their bilateral engagement into the Arctic (PIB Citation2025).
