The arrest of Bhatkal, head of the Indian Mujahideen, highlights the measures taken by security agencies including improved coordination in different states to apprehend a number of terrorists in the last few years.

The desire for visibility incentivises groups like the Indian Mujahideen to engage in ‘costly-signalling’ through terror strikes.

In 2008, India faced multiple terror attacks on its cities across several states. These attacks resulted mostly in civilian deaths. The May 13, 2008 Jaipur bombings killed 80 civilians and injured more than 200, the Ahmedabad terrorist bombings of July 26, 2008, killed nearly 45 civilians and wounded 160, while the Bangalore bombs the previous day killed one person and wounded six. The Delhi bombings of September 13, 2008 killed 30 civilians and injured nearly 90 while the Guwahati blasts of October 30 the same year killed 83 civilians and injured nearly 300.

It is perhaps a truism that issues concerning India’s internal security like terrorism, Naxalism and insurgencies in the North East require a dynamic multi-pronged approach spread across states to manage and resolve them. Such a management and resolution package would possibly require crafting a national strategy capable of bypassing local political divisions and enabling India’s multiple political parties to work towards a consensus on issues concerning the nation.

The year 2008 has seen terrorist attacks in Jaipur, Bangalore, Ahmedabad, New Delhi, Agartala, Imphal, and now Assam. The month of October alone witnessed terrorist attacks in Tripura and Manipur, before the October 30 serial bomb blasts in Assam. On October 1, four explosions in Agartala left two civilians dead and nearly 100 injured, while the blasts in Imphal on October 21 killed 18 civilians. The 9 serial blasts in Assam on October 30 killed 83 civilians and injured more than 300.

On September 13, five serial bombs shattered the weekend peace across several popular market complexes in New Delhi, killing 30 innocent civilians and injuring nearly 90. An elusive outfit calling itself “Indian Mujahideen” (IM) claimed responsibility for the bombings via an email sent to national media houses 10 minutes after the first blast at Karol Bagh.

Two co-ordinated strikes on July 25 and 26, 2008 in Bengaluru and Ahmedabad killed 54 people and injured nearly 200. In the next few days, 28 bombs including two car bombs were found in Surat, which possibly did not explode due to faulty mechanism. This set of incidents seems to mark a new terrorist tactic – the targeting of important cities to cause significant casualties. Serial blasts of this kind began in India with the October 2005 co-ordinated strikes in New Delhi.

At least nine co-ordinated blasts rocked Jaipur on May 13, 2008, killing more than 70 people and injuring 200. Subsequently, a little known Islamic militant group, Indian Mujahideen (henceforth IM), claimed responsibility for the attacks through an e-mail that contained threatening assertions. The authenticity of the mail has been confirmed by the Indian Intelligence Bureau. Since then, the security establishment in India has been trying to decipher the details of this organisation.
