Bridging Strategy and Technology Beneath the Waves: Lessons from France’s Seabed Warfare Strategy

While the ocean floor had been predominantly associated with scientific exploration and energy exploitation in the past, today it has evolved into a critical strategic domain where national security, economic sovereignty and technological supremacy intersect. This transformation is being driven by the growing vulnerability of Critical Underwater Infrastructure (CUI), which include submarine communication cables, energy transmission systems and sensor networks.
