With a special interest in Indian/Pakistani/Afghan studies, Dr. Zeng is at present in charge of a national social sciences program: Maritime Security Strategy of India: Implications to China. Dr. Zeng was a visiting scholar in Pakistan, India and University of Macau in middle 2011, early 2014 and early 2016 respectively. He has published 3 books and some 30 papers such as "Sino-Pak Economic & Social Cooperation: Potentials and Prospects," "Afghanistan and Regional Security: Implications for China," "India-US Interaction in Asia-Pacific and Indian Ocean," "Water Security in China and India: Exploring Water Cooperation," "Indian Naval Diplomacy: Strategies and Implications," etc. LIU Jiawei Mr. Liu Jiawei is associate research fellow (associate professor) and director at the Center for South Asia-West China Development and Cooperation Studies, Institute of South Asian Studies, Sichuan University. As a specialist on Indian economy/public diplomacy/energy policies and frequent visitor to India, Pakistan, Bangladesh and Nepal for academic research and conferences, Mr. Liu Jiawei has been visiting fellow in JNU in 2007 and in Observer Research Foundation (ORF) in 2010. ZHANG Chunyan Ms. Zhang Chunyan is lecturer, College of Foreign Languages and Cultures, Sichuan University. She was granted with a doctor’s degree in Beijing Foreign Studies University in 2012. She is the author of A Study on Indo-US Maritime Cooperation(Chengdu: 2013) in addition to a number of research papers covering Indo-US relations, Afghan issue, Islamic State and cyber security. She visited the US for a half year program in 2011. Later on, she visited ISDP, Sweden as a visiting scholar in 2016 for a one year research program. ZOU Zhengxin Mr. Zou Zhengxin is master-degree postgraduate student, Institute of South Asian Studies, Sichuan University. He has published two research papers (one in Chinese and one in English) on Sagarmala as India’s maritime cooperation initiatives and China-India maritime cooperation. WANG Tengfei Mr. Wang Tengfei is master-degree postgraduate student, Institute of South Asian Studies, Sichuan University. His paper on China-Sri Lanka relations was recently published in International Studies Reference. His dissertation also focus on the same topic. LIU Qian Mr. Liu Qian is master- degree postgraduate student, Institute of South Asian Studies, Sichuan University. His research interest covers Sino-Indian relations in general and those relevant to maritime engagement in particular. He is making a research on Unconventional maritime security cooperation of India. |

Speaker: Lieutenant General Satish Dua, UYSM, SM, VSM, Chief of Integrated Defence Staff to the Chairman, Chiefs of Staff Committee (CISC) Topic: Defence Planning Committee - an Overview Venue: Seminar Hall 1 About The SpeakerLieutenant General Satish Dua, UYSM, SM, VSM is the Chief of Integrated Defence Staff to the Chairman, Chiefs of Staff Committee (CISC). The Integrated Staff is responsible for synergizing capability development, perspective planning and jointness amongst services. Lieutenant General Satish Dua was commissioned in December 1979 into 8 Jammu and Kashmir Light Infantry (SIACHEN), a Bravest of the Brave Unit. He has held various appointments and has specialized in Counter Terrorism Operations. All his command tenures have been in Line of Control/Counter Terrorism operational milieu. He commanded his Unit as well as a Brigade in active militancy in Jammu & Kashmir in Line of Control/Counter Terrorism environment. As General Officer Commanding, he raised a new Division sized Counter Terrorism formation of Assam Rifles in the North East, namely IGAR-EAST to coordinate operations in three states of the North East. During 2015-2016, he was Chinar Corps Commander in Kashmir, when momentous operations were executed, defined largely by the surgical strikes and the aftermath of some very successful intelligence-based operations. His operational staff appointments have been as Brigade Major of the Kargil Brigade and Brigadier General Staff (Operations) of 16 Corps. Besides, he has been a commando instructor and Colonel MS (complaints) in MS Branch. He has worked in the fields of acquisition and procurement and held the posts of Deputy Director General in War Establishment Directorate and Assistant Director General (Procurement) in Master General of Ordnance Branch of Integrated Headquarter of Ministry of Defence (Army). He was also the Indian Defence Attaché in Vietnam, Cambodia, & Laos. The General Officer is a graduate of Defence Services Staff College, Wellington and alumnus of Higher Command Course and National Defence College. |

Venue: Boardroom # 104, First Floor About The SpeakerHigh Commissioner Harsh Vardhan Shringla is a career diplomat and a member of the Indian Foreign Service. In the course of a diplomatic career spanning 33 years, High Commissioner Shringla has held a variety of positions in New Delhi and abroad. Before his assignment in Bangladesh, he served as Ambassador of India to the Kingdom of Thailand. He has also served in France (UNESCO); USA (UN, New York); Vietnam (Hanoi and Ho Chi Minh City); Israel and South Africa (Durban). High Commissioner Shringla has served in the Ministry of External Affairs, New Delhi as Joint Secretary (Director General) responsible for Bangladesh, Sri Lanka, Myanmar and Maldives. He has also headed the United Nations Political and SAARC Divisions in the Ministry. Earlier, he served as Director of the Northern Division dealing with Nepal and Bhutan and as Deputy Secretary of the Europe West Division. The High Commissioner has graduated from St. Stephen's College, Delhi University and has worked in the Corporate and Public Sectors in India prior to joining the Indian Foreign Service. He has pursued a course in conflict prevention in Columbia University, New York, a subject on which he has published an international paper. He has also published Papers on economic diplomacy and the Indian diaspora. |

He had hands on experience in dealing with security challenges that deepened his understanding of the nuances of employing various organs of the State in pursuit of national objectives. Experiences with security establishments of Russia and Seven Central Asian Republics during a stint with EURASIA Division of Ministry of External Affairs gave an insight into complexity of international relations and utility of military diplomacy. Exposure to the procurement and equipment management cycles, production agencies, quality assurance organisation and financial management enriched his understanding of immense challenges in these fields. Post retirement, made forays into the academic world as Director Strategic Plans of a University. He was the founding Chairperson of a ‘Not for profit organisation’ to empower youth in Chattisgarh. Actively contributes to the discourse on ‘National Security’, ‘Smart & Safe cities’, ‘Smart Borders’ and ‘Skilling’. He is a Distinguished Fellow with Centre for Joint Warfare Studies (CENJOWS). |
