The article argues that piracy off the Horn of Africa is back, with hostage-taking and ransom at its core. Naval patrols alone won’t fix it: many African states still struggle to police their waters and prosecute suspects. India, through the Navy’s anti-piracy operations and the Maritime Anti-Piracy Act, is stepping up, and the real test is pairing that reach with capacity-building for African partners.
