In several neighbouring countries, including Bangladesh, Sri Lanka and Nepal, China has demonstrated an ability to move from agreements to implementation far more rapidly than many competitors. India, despite enjoying unmatched geographic and cultural advantages, has often struggled with delays, says Dr Kumar.
