  • China’s Position towards UN Security Council Reform: Balancing Legitimacy and Efficiency

    Since the UN’s initial enlargement in 1963, reform of the UN Security Council (UNSC) has been voiced by member states periodically. Unfortunately, half a century later, text-based negotiations under the frame of inter-governmental negotiations (IGN) have not made substantial progress, although almost every state recognizes the necessity of reform. The strife surrounding UNSC reform stems from the fact that the change was mainly interpreted as a process of enlargement, and potential candidates competed with each other.
