  • Reports noted that Jammu and Kashmir government will set up a State Security Commission (SSC) to be headed by the Chief Minister to review security scenario in the state and frame policy guidelines under the proposed J&K Police Bill 2013. The Bill is likely to be tabled in the forthcoming budget session of the Assembly starting from February 28. 1

    In another development, reports noted that the state government is all set to provide a legal cover to the infamous Village Defence Committees (VDCs) if the Police Bill-2013 is tabled in its present form in the upcoming session of the Legislative Assembly beginning February 28 which has sparked off concern among people and political observers in Jammu and Kashmir. The new Bill legalizes arming the VDCs which comprises civilians even as a Supreme Court observation clearly stated that a State cannot arm civilians. 2

    In other developments, according to reports, life limped back to normal in the Valley on February 18 after nine days of curfew and strike in the aftermath of the execution of Muhammad Afzal Guru at Tihar Jail in New Delhi on February 9. 3

    Reports noted that unidentified militants shot dead a ruling National Conference Sarpanch in Kalantra village of north Kashmir’s Baramulla district on February 24 evening. The killing has triggered panic in the area. 4
