  • According to reports, a Special Police Officer (SPO) was killed when a Hizbul Mujahideen militant managed to escape during an encounter in dense forests of Dachan area of Kishtwar district. They said that the gun battle started when teams of Special Operations Group (SOG) of police and 17 Rashtriya Rifles launched a joint operation at Siver Bati area in Dacchan. The operation was launched following inputs about the presence of Hizb operations commander Muhammad Amin Bhat alias Jahangir. 1

    In another incident, unidentified persons lobbed a grenade towards the residence of a ruling National Conference worker in Chadoora area of central Kashmir’s Budgam district but there was no report of any damage. The grenade was hurled towards the residence of Abdul Khaliq Bhat but it landed on the roadside and exploded. 2

    However, a militant of Hizbul Mujahideen was killed during an encounter with security forces at Shalidar village near Keller Shopian. Police said soldiers of 44 RR and SOG laid a siege of Shalidar village six kilometers away from Keller during which a militant hiding in a residential house tried to escape from the cordon. The slain militant, who according to police was a district commander of Hizbul Mujahideen, has been identified as Muneer Ahmad Kalas. According to police, he was active in Shopian district for last six months. 3

    Reports noted that a high-level team of officials from Jammu and Kashmir, including Director General of Police (DGP) is likely to visit New Delhi on November 28 to hold discussions with the central government officials on the partial revocation of the controversial Armed Forces Special Powers Act (AFSPA) from parts of the state. A five member team comprising state Home Secretary B R Sharma and DGP Kuldeep Khoda will visit New Delhi to hold deliberations on partial revocation of AFSPA. 4

    In other developments, gunmen shot dead an official of the Forest Department in north Kashmir. Reports noted that gunmen opened indiscriminate firing on the three Forest officials Ghulam Nabi Shiekh, Iftikhar Bhat and Mushtaq Ahmed Sofi who were on duty in compartment No. 9 in Ningli Range of Bandipore Forest division. They managed to escape after carrying out the attack. Injured officials were rushed to a hospital where Mushtaq Ahmed Sofi succumbed to injuries. 5
