IDSA Scholars, Dr Uttam Sinha and Dr Nihar Nayak spoke at a conference on ‘Water Governance and Cooperation in South Asia’, organised by Hanns Siedel Foundation in Kathmandu on October 17, 2013. The speakers included experts from Bangladesh, Nepal, Bhutan, Pakistan, Vietnam, Germany and China.
