Uttam Sinha Speaks on Hydro-Diplomacy at FSI

Dr Uttam Sinha, Research Fellow, IDSA, spoke to foreign diplomats on Hydro-diplomacy. The diplomats were a part of the 63rd Professional Course conducted by the Foreign Service Institute, Ministry of External Affairs, on April 5, 2017.
