Bangladesh

The 34th anniversary of the liberation of Dhaka and the creation of Bangladesh on December 16 is an occasion for concern and deep introspection about the nature of the internal turbulence in that country and the related implications for India.

It may be recalled that prior to December 16, 1971, what is now known as Bangladesh was East Pakistan and for almost 24 years from August 1947, the military leadership of Pakistan treated the eastern part of the country as a poor relative.

The 13th SAARC summit concluded in Dhaka on November 13 with a declaration, which notwithstanding its rhetorical flourish and ambitious objectives, reflected the structural constraints that have hobbled the organization for two decades and are likely to do so for the near future.

A series of 434 bomb blasts that rocked as many as 60 of 64 districts in Bangladesh on August 17 may have been 'mild' by way of the number killed – just two people – but the symbolism is very significant and perhaps inversely proportional to the damage caused.

Leaflets recovered from some of the blast sites demanded that the country become more Islamic and the needle of suspicion points to the banned Islamic group, the Jamaat-ul- Mujahedin. And while investigations are continuing, the implications of this incident are of potentially grave import.

Bangladesh’s relations with India are multi-dimensional - ideological, political and also economic. An extreme sense of distrust, insecurity and perceived domination by India has shaped Bangladesh’s foreign policy in recent years. It at the same time, hesitant and finds it uncomfortable to function within a bilateral parameter. Whether it is trade, export of gas, provision of transit or the water issue, Bangladesh has argued for multilateral arrangements.

Since the events of March 1971, Bangladesh has seldom been free from violence. While much of the recent attention revolves around religious extremism and militancy, political violence, as this paper argues, is a larger problem for Bangladesh. At every level of society, Bangladesh has had to confront with acts of violence. Lack of governance impedes the polity from effectively controlling violence, organised and unorganised, against different sections of society.

India shares 4096 km (Assam-262 km, Tripura-856 km, Mizoram- 18 km, Meghalaya-443 km, West Bengal-2,217 km) long land boundary with Bangladesh (earlier East Pakistan). The Indo-Bangladesh border, which came into existence after India’s partition in 1947 gave rise to many questions as to the interpretation and implementation of the boundary so drawn. An effort was made to solve the outstanding border disputes with erstwhile East Pakistan and the Nehru-Noon Accord was signed in 1958. While some of the disputes were solved, many continued to haunt even after Bangladesh came into existence.

Unlike many Third World countries, Bangladesh has remained relatively stable and peaceful and escaped from major internal upheavals. While the democratic transition in 1991 was slow and painful, democratic change of governments has become the norm. Leaders are changed through ballots and not bullets and power oscillates between the two principal parties.
