  • Defence Budgeting System: Need for Change

    In India, the defence budgeting system is incremental and input-based. Yearly allocations of funds are made without reference to the defence plans. In effect, the budget does not get linked to any established goals or outputs. Resource planning beyond a one-year period is not carried out. Some have even called it an archaic system. The five-year defence plans have lost their utility for resource planning. This article brings out the shortcomings in the present budgeting system and recommends some options for a goal-oriented budgeting system.

At the time of the signing of the agreement it was stated by different officials that both governments would proceed to unilaterally implement the provisions that pertained to them and there would be no expectations of reciprocity.

    International Nuclear Control Regimes and India's Participation in Civilian Nuclear Trade: Key Issues

    Much of the current debate on India’s decision to evolve a set of agreements with the United States and engage the international nuclear technology control regimes in order to promote civilian nuclear cooperation unfortunately has not focused on some of the key questions involved and the available options before the country. Clearly, the country needs to take decisions from a subset of options that are i) politically feasible and ii) most desirable/least undesirable from the viewpoint of national interests.

    Equity Oil and India's Energy Security

    While the efforts of ONGC-Videsh and Indian Oil Corporation are laudable, there is still some distance our firms have to travel to catch up with global competition. I urge our oil and gas PSUs to think big, think creatively and think boldly in this context…They have to be more fleet-footed in making use of global opportunities, both on the supply and demand side, I find China ahead of us in planning for the future in the field of energy security. We can no longer be complacent and must learn to think strategically, to think ahead and to act swiftly and decisively.

    Africa's Energy Potential: Prospects for India

    In recent years, Africa has emerged as a hot spot for energy sources. The reopening of the oil sector in Sudan and the oil discoveries in West and Central Africa has made this possible. There is a growing argument that oil breeds instability in the African and other oil-rich developing countries across the world. While oil wealth has led to an increase in conflicts in Africa, particularly in the case of Sudan and Nigeria, the rising energy demand is pushing major US, European, Chinese and Malaysian oil companies to invest in African oil.

    Pak Support to Terrorism: Yasin Malik Revelation

    The gratitude expressed by the JKLF Chairman Yasin Malik in his recent visit to Islamabad has caused a major flutter on both sides of the Indo-Pak border. On Monday (June 13) Mr. Malik acknowledged the role played by Pakistan's current Information Minister Sheikh Rashid Ahmed at the height of the terrorism scourge in Kashmir and this was at a public function attended by many Pakistani luminaries.

    India and the NPT

    In a predictable policy statement, the US Principal Deputy Assistant Secretary for Nonproliferation, Andrew Sammel, remarked at the just concluded NPT Review Conference that India should eventually sign the NPT as a non-nuclear weapon state. He asserted: “The situation in South Asia (also) poses unique challenges. Let me reiterate that the United States remains committed to NPT universality.” But at the same time he also highlighted the fact that neither India nor Pakistan may join the Treaty for the foreseeable future.

Within its ‘Look East’ policy, India initiated an economic engagement with its extended eastern neighbourhood to generate political trust and eventually forge multifaceted bonds. Due to the salience of Southeast Asia in geo-strategic terms, cooperation among maritime security forces has lately become imperative to respond to transnational security threats and realise common politico-strategic objectives.
