In recent months the international media has focused on the issue of Pakistan becoming a failed state soon. A top US counter terrorism expert David Kilcullen who advised David Petreaus in Iraq on counter terrorism strategy has opined that Pakistan may fail within six months. Concerns about stability in Pakistan became more acute when Taliban began their advance out of Swat towards Punjab earlier this year. The media highlighted the fragility of Pakistan by pointing out that the Taliban had come within 100 miles of Islamabad.

On April 5, 2009, President Barack Obama delivered a landmark speech in Prague in which he outlined the US policy on nuclear weapons. Speaking of the need to reduce the role of nuclear weapons in national security, he expressed his commitment to a world without nuclear weapons. He said that the US will negotiate a treaty with Russia on the reduction of strategic weapons before the end of this year when the Strategic Arms Reduction Treaty (START) expires. He also said his administration would try and secure the ratification of the Comprehensive Test Ban Treaty (CTBT) from the US Congress.

The mutiny by the troops of Bangladesh Rifles (BDR) on 26 February 26 was extraordinarily brutal. The mutiny toll was about 81 with 72 still missing. Many of these were officers of the Bangladesh army. Three mass graves were discovered. Many bodies were thrown into the sewer pipelines. Many of those killed were stripped, mutilated, bayoneted and shot. The Director General of the BDR, Major General Shakil Ahmed was killed in cold blood. Even his wife was not spared. Her dead body was discovered in one of the mass graves.

In a report titled “President Obama’s Policy Options in Pakistan’s Federally Administered Tribal Areas (FATA)”, Hassan Aabbas, Fellow at the Michigan-based Institute for Policy and Understanding (ISPM), argues that the US “should help India, Pakistan and Afghanistan reconcile their differences in lieu of the tensions in the region.

It has been widely noted that the US has not suffered a terrorist attack since 9/11. This is because it undertook major reform of its homeland security structures following the 9/11 attacks. India could learn from the wide ranging CT reform in the US after 9/11 and adopt measures suitable in the Indian context.

In an article published by Washington Post on January 28, 2009, Pakistan President Asif Ali Zardari hinted that Pakistan regards water as a major issue in bilateral relations with India. The article, titled “Partnering with Pakistan,” was a plea to US President Obama to continue to recognize Pakistan’s role in the US’ war on terrorism and regional stability. But Zardari did not miss the opportunity to make a mention of the water. He wrote:
