    The Attack on Migrants in Manipur

    Normal life in Manipur was drastically affected between March 17 and 19, 2008 when 15 migrants were killed by unidentified armed militants. While there have been accusations that local militants might have been behind the killings, militant groups have categorically denied their involvement. There is likelihood that foreign terrorist groups were involved in the killings to create ethnic apprehension and conflict between migrants and natives.

    A China Daily news item on November 22, 2007 states that both China and India will hold their first joint-army exercise in Yunan province of Southwest China in December. The piece titled “China-India Plan Joint Military Exercise” highlights the pledge of both the Chinese and Indian Prime Minister’s intent to push the Sino-Indian strategic partnership to a “new level”. Given the political value and media attention, the nature of this forthcoming exercise is seen as a “need” to fortify a sense of confidence between the Indian Army and the People’s Liberation Army (PLA).

    Modernisation of Chinese Special Forces

    Tension has subsided across the Taiwan Strait in recent years. China has adopted a “wait and see” approach and has chosen to focus more on economic growth, scientific development, and securing energy supplies, while Taiwan has been content with the status quo up until recently. Further, trade links between Taiwan and the Mainland are expanding rapidly and there have even been discussions about increasing air traffic in order to promote stronger business ties.

    India has to be wary of Chinese Intrusions

    China's demand for the removal of two Indian Army bunkers from its outpost at Batang La near the India-Bhutan-China tri-junction in August 2007 can be seen from two angles. Firstly, the entire episode can be dismissed as a case of highhandedness of a few Chinese border officials who entered Indian territory inadvertently and came face to face with these Indian bunkers. Oblivious of where their actual position on the ground is, these officials then raised objections about the bunkers.

    State of militancy in Manipur

    India's "troubled Northeast' has become a catch-all phrase for the region, and leads to the perception that the entire region is in a state of near-anarchy. The reality is otherwise; analysis shows that patterns of violence have been showing continuous decline in the region as a whole over the past few years and, more significantly, that the current violence is now substantially concentrated in the states of Manipur and Assam.
