    Saikat Das asked: What is the policy of Indian Navy/Coast Guard regarding pursuit of a rogue vessel into the territorial waters of a neighbouring country?

    Sarabjeet Singh Parmar replies: In the first instance we need to understand what a rogue vessel or rogue ship is. In the absence of any internationally recognised definition, the given definition can be assumed: “Any ship that has violated a condition that warrants her arrest and detention is called a rogue ship.” The condition could be related to terrorism, piracy, or any recognised act of maritime crime, or violation of any law or regulation stipulated by a coastal state in her maritime zones.

    B.R. Prakash asked: Indian Navy has a goal of being a net security provider in the IOR. With Chinese SLBM submarines operating, is there a case for developing a sea based ballistic missile defence?

    Abhay Kumar Singh replies: For operational flexibility, the ballistic missile defence (BMD) systems are not geographically fixed but are deployable. Sea based BMD systems are fitted on suitably modified naval platforms. Even though land based systems are transportable, it requires significant logistics during deployment. In addition, it remains essentially dormant during transit and takes time to be activated on arrival at their destination.

    Ravi Ranjan asked: What lessons can the Indian Army draw from the empowerment of JCOs in the Air Force and the Navy?

    Vivek Chadha replies: The empowerment of Junior Commissioned Officers (JCOs) has remained an ongoing endeavour within the Armed Forces, irrespective of the specific service. Over a period of time, greater powers, including financial and administrative, have been delegated to ensure that JCOs take greater responsibility and their services can be best employed.

    Piyush Jain asked: What is the current status of INS Vikrant and INS Vishal?

    Abhay Kumar Singh replies: India’s first indigenous aircraft carrier is likely to be commissioned as INS Vikrant in 2020. Initially conceived as P-71 ADS (Project 71 Air Defence Ship) in 1999, it was later given a project designation of IAC-1 (Indigenous Aircraft Carrier). The ship is 262 metres in length and has a displacement of 37000 tonnes. The ship features STOBAR (Short Take Off, Barrier Arrested Recovery) with a ski jump and can deploy up to 30 MIG 29K fighter aircraft.

    P. Avinash asked: Will having a design and development bureau under the Indian Air Force and the Indian Army, like the Directorate of Naval Design under the Indian Navy, prove to be more effective?

    Kishore Kumar Khera replies: The output of a system is a function of not only the yields of each of the subsystems but also the coordination, cooperation and complementarities between the subsystems. Like most of the output driven entities, in the case of weapons/weapon systems/weapon platforms too there are three primary subsystems: Design and Development Team (DDT), Production Agency (PA), and the End User (EU).
