About Centre

South Asia is one of the main areas of research focus at IDSA. The region has been going through a period of turmoil over the last few years. Definitive steps have been taken in the recent past towards the establishment of democratic governments in the region. Given the importance of developments in the region for Indian security, experts at IDSA keenly watch and analyse unfolding developments in each South Asian country.

Two projects that are currently under progress are ‘Developments in Pakistan’ and ‘Pakistan Occupied Kashmir’. In addition, individual scholars are engaged in researching various security related aspects pertaining to South Asian countries. The Centre has established bilateral institutional relations with leading think tanks in the region and proposes to undertake joint studies.

Post-War Afghanistan: Reconstructing a Failed State

Afghanistan once represented a fragmented and failed socio-economic and political entity. Operation Enduring Freedom, while targeting the Taliban and Al Qaida as part of the global war on terrorism helped create the structure of a new Afghan State. This article analyses the challenges faced by Afghanistan and how the new Afghan elite and its foreign supporters seek to address them through constitutional means. The New Constitution provides the framework of how Afghanistan wishes to reconstruct the new State.

Understanding Nepal Maoists’ Demands: Revisiting Events of 1990

The Maoist insurgency which began in February 1996 is the major security challenge facing Nepal, having affected almost all the 75 districts of the country. The Maoists' core demandsan interim government, an elected Constituent Assembly to frame a new Constitution, a republican state-revolve around issues which seemed to have been settled in the 1990 Constitution. This Constitution was promulgated following a people's movement marking a transition from a party-less panchayat system to a multi-party democracy with Constitutional monarchy and sovereignty resting with the people.

Pakistan’s Nuclear Strategy

The debate on the rationale for Pakistan's possession of nuclear weapons, the concept of nuclear deterrence and the security of Pakistan has been intertwined. Many Pakistani defence analysts see both deterrence and security as synonymous. This paper analyses Pakistan's nuclear strategy in the context of first, its threat perception, second, its plan to achieve parity with India and third, its objective after the tests to portray Kashmir as a nuclear flashpoint to persuade the world community's indulgence and intervention to resolve the issue.

Sino-Indian Relations in a New Perspective

Policies of the developed world continue to affect the domestic as well as foreign policies of China and India in the post-Cold War period. The US war against terrorism in Afghanistan has drawn China closer to the US. This has set new parameters for Sino-Indian relationship. Economic reasons dominated the relations among nations in the 1990s, but the scare of terrorism has forged a global coalition and middle powers have few options to choose independent policies.

Bangladesh Foreign Policy vis-à-vis India

Foreign policy of a country is primarily a projection of its socio-economic and political compulsions in international politics. Apart from other determinants, the foreign policy of Bangladesh was always guided by its core factors, where India occupies centrestage. Bangladesh, pursues its foreign policy based on its geographical surroundings, historical legacy, and more importantly, persistence of a number of outstanding bilateral issues, which are vital to its existence.

Does India Have a Neighbourhood Policy?

The article argues that India does not have a well-defined neighbourhood policy. It makes a historical survey of the approaches of different Indian leaders to the neighbourhood and examines the reasons for the prevailing negative perceptions about India in the region. It argues that these negative perceptions have come about because India has largely adopted an ad hoc and bilateral approach vis-à-vis its neighbours and has allowed its policy to be guided by an overarching concern for security. In recent years, India's approach has changed considerably.

India-Sri Lanka Fishermen Problem: Some Solutions

New Delhi should work out an arrangement with the Rajapakse government wherein the rights of both the countries’ fishermen are protected within the respective territorial jurisdiction. If this is not done, the welfare of the Sri Lankan Tamils, which different governments of India have endeavoured to promote as part of a decided long-term policy, will be compromised.

The mirage of peace in Pakistan

Sharif’s does not have any manoeuvring space to cut any comprehensive deal with the Taliban. He may not be averse to conceding their demand to shariatise Pakistani structures, yet he can’t do so unless he has the nod from the Army. On its part the Army does not want to decimate the Radical Islamists because it still sees in them a force multiplier and important strategic asset.

Foreign policy agenda for the new government

India has unprecedented opportunity to follow a foreign policy to meet its developmental aspirations and security needs, both of which are complementary. Sustained economic growth is essential for India to follow a proactive foreign policy.
