South Asia is one of the main areas of research focus at IDSA. The region has been going through a period of turmoil over the last few years. Definitive steps have been taken in the recent past towards the establishment of democratic governments in the region. Given the importance of developments in the region for Indian security, experts at IDSA keenly watch and analyse unfolding developments in each South Asian country.
Two projects that are currently under progress are ‘Developments in Pakistan’ and ‘Pakistan Occupied Kashmir’. In addition, individual scholars are engaged in researching various security related aspects pertaining to South Asian countries. The Centre has established bilateral institutional relations with leading think tanks in the region and proposes to undertake joint studies.

The thrice postponed Afghan parliamentary and provincial council elections are finally over. But, is the Bonn-mandated political process over? With the US intent on cutting down its troop levels in Afghanistan this year, is the ‘war on terror’ in Afghanistan also over? It is being said that the Bonn process has concluded with the September 18, 2005 elections. If so, then it is pertinent to examine the end-result of the four-year political process and the recently concluded elections.
India shares 4096 km (Assam-262 km, Tripura-856 km, Mizoram- 18 km, Meghalaya-443 km, West Bengal-2,217 km) long land boundary with Bangladesh (earlier East Pakistan). The Indo-Bangladesh border, which came into existence after India’s partition in 1947 gave rise to many questions as to the interpretation and implementation of the boundary so drawn. An effort was made to solve the outstanding border disputes with erstwhile East Pakistan and the Nehru-Noon Accord was signed in 1958. While some of the disputes were solved, many continued to haunt even after Bangladesh came into existence.
The sectarian divide between the Sunnis and Shias in Pakistan has widened since the 1980s. The rising tide of sectarian violence during Musharraf’s rule (October 1999-till date), in spite of bans and restrictions imposed on sectarian outfits and elements by the administration, suggests that the two sects have drifted further apart.
Any study of political developments in Pakistan cannot be complete without examining the role of the Army. Though it might seem incompatible to talk of military and democracy in the same breadth, Pakistan provides an example of how the military has been able to govern the country as successfully as a civilian government. It has its own view of democracy, political stability and governance. It feels it has a political role which stems from the national security paradigm of the state.
Disruption of terrorist networks - intra-regional, inter-regional and trans-national - should be supplementary to the overall counterterrorism strategy. Larger issues including socio-economic and cultural can only be addressed in the long-term. The immediate goal, however, has to be an effective localised response. Otherwise, efforts like Bhutan’s counter-terrorism operations against ULFA, NDFB and KLO - popularly called ‘Operation All Clear’- may only have a partial impact.
The uncertainties regarding regular SAARC meetings have clouded the prospect of regional cooperation. Though India has been accused as the main culprit, other member-countries are no less responsible for the organisation’s lack of progress.
Amidst the continuously expanding sphere of Maoist influence, political uncertainties and growing international interest, Nepal continues to remain one of the most volatile countries in South Asia. Recent developments have, once again, reconfirmed that while the Maoists have been successful in gradually pushing their agenda through violence and intimidation, the four-party coalition government led by Sher Bahadur Deuba is increasingly finding it difficult to evolve a coherent strategy to counter it.
On August 21, 2004, a little before 5.30 in the evening, there was a grenade attack on the Awami League leader, Sheikh Hasina Wajed. This occurred soon after she concluded her speech in a public rally close to the Awami League headquarters in Dhaka, which ironically was held to protest the recent grenade attacks in Sylhet. 11 of the 13 grenades hurled at the rally exploded instantly followed by indiscriminate firing fortunately missing the target, Sheikh Hasina, as she was hurriedly escorted into her bullet-proof car. The impact left 18 dead and hundreds wounded.
Iran-Pakistan relations have had a distinct characteristic over the past five decades and Islamabad’s clandestine transfer of nuclear technology and materials to Iran underlines its significance. Political and strategic imperatives have formed the basis of their close relationship despite divergence of interests and political outlook on regional and global issues. Both the countries have tried to reconcile the differences and consolidate their ties.
Prime Minister Modi has to think beyond the immediate circle and leverage the Himalayas as a bridge for India reaching out to wider Eurasian space the access to which has blocked by Pakistan. A way out could be to promote a regional market across the border, woven by a web of spiritual and commercial interests.
The army has quite patiently allowed Imran and Qadri to carry on with their protests and create a political condition unfavourable enough for Nawaz Sharif to approach the army for help. Thus like in 1993, Nawaz is feeling the heat even if the opposition is not united in their effort to dislodge his government.
Realising the electoral significance of the issue the Congress seems to be engaging in a competitive politics with the BJP by talking of giving citizenship to even those migrants who came to India after 1971 but were persecuted in Bangladesh.
For all the grandstanding by the Pakistan army and the civilian government that Op Zarb-e-Azb was going to be against all kinds of terror groups based in NWA, no such thing seems to be happening. Clearly, this operation has been launched keeping an eye on the post-2014 situation in Afghanistan.
The recently concluded Afghan Presidential election, rather than facilitating crucial political transition, is mired in controversy. An early resolution is crucial both for Afghanistan and the international community. For Afghanistan, a peaceful and non-controversial transition would ensure the legitimacy of the upcoming government and push the twin processes of reconciliation and democratization forward.
As all the votes cast in the run-off election are audited and recounted under international supervision, the final outcome could be a close finish with winning candidate leading by a much narrow margin. The process of constitutional amendment can only be initiated after the new parliament is formed as parliamentary elections are due in 2015.
There is no one nationalist Sri Lankan view. Among the Sinhalas, there are also the liberals who are quite realistic about their assessments and would argue that there may be a change in leadership in India, but the cornerstone of India’s policy vis-à-vis Sri Lanka will remain the same. The Tamils, on the other hand, are unanimous in their view that India can and should play a major role in bringing meaningful political reconciliation to the country.
While the visit was proposed as a good will visit, some of the issues that have been bedeviling bilateral relations came up for discussion particularly, from the Bangladesh side, the conclusion of Teesta and the ratification of the Land Boundary Agreement (LBA). The EAM assured Dhaka that New Delhi would conclude the LBA and is already in the process of building a consensus on Teesta.
Modi’s visit to Bhutan is politically significant. After inviting SAARC leaders to his swearing in ceremony; his choice of Bhutan as the first country came as no surprise. Bhutan is also the only country where the bilateral relationship is free from tension and expectations from each other are also easy to attain.
Before India once again goes down the path of wondering how it can rescue Pakistan from itself, some home truths about Pakistan – the state and society – need to be understood. The single most important home truth is that Pakistan's hatred for India far outweighs any fear or concern or even loathing it may have about the terrorism and extremism that the Taliban have come to stand for.
