India calls on all parties in Syria to dissociate from terrorist groups; India stresses on uniform application of R2P principle; India: Decimating poverty should be key focus of the UNDP

  • With the Syrian crisis deteriorating, India has called on all parties in the country to dissociate themselves from terrorist groups that are exploiting the militarised conflict. India also urged the international community to send a united message to the Syrian parties. According to India, the only way to bring about a sustained cessation of violence in all its forms, was to urge the parties in Syria to recommit themselves to resolving the crisis peacefully through a Syrian-led inclusive political process. 1 Meanwhile, the UN reported that with the violence escalating, more than 100,000 Syrians sought refugee status in the month of August 2012. It is reported that UN agencies will come under pressure to revise up their $193 million estimate of the cost to help the Syrian refugees this year. 2

    In another development, speaking at the interactive dialogue on the report of the UN Secretary-General on the “Responsibility to Protect: Timely and decisive action”, India said that the UN Security Council Resolution 1973 was violated by the western air strikes on Libya. India’s Permanent Representative, H S Puri said that R2P cannot be used as a tool to legitimise big power intervention on the pretext of protecting populations from the violations of human rights and humanitarian law. India also called for uniform application of the principle to all parties to a conflict and making armed intervention a measure of last resort. 3

    In other developments, at a session of the UNDP’s executive board, India stressed on the need to strengthen institutional capacity building in developing countries. With the UNDP preparing a strategic roadmap for the 2014-17 period, India said that decimating poverty should become the key focus area of the UNDP. 4
