  • Prachanda accused both the CPN-UML and the NC of “delaying tactics”, which were preventing the Maoists from forming a government. He warned that an agitation would be launched in the absence of a consensus1. Minister for Local Development Dev Prasad Gurung on his part asserted that the Maoists would be walking out of the government if the deadlock between the political parties did not end soon. Gurung also stated that no other party other than the Maoists had the right to claim the key official positions of the President and the Prime Minister2. They however climbed down from their demand later in the week and agreed to give up the post of the Presidency, on the condition that it is given to an “independent, neutral and respected” person, having no affiliation with any of the political parties3. They also agreed to replace the two-third majority provision for amending the constitution with a simple majority4.

The Nepali Janata Dal meanwhile filed a writ petition challenging the implementation of the decision of the Constituent Assembly (CA) meeting which declared Nepal as a federal democratic republic. The petition charged that the meeting was illegal as only 564 members were present, which was short of the required 601 members5.
