  • With incumbent Prime Minister Nouri al-Maliki demanding a recount on charges that the electronic system of counting was imperfect, a manual recount of some of the ballots cast in Iraq’s election started in Baghdad. The recount affects 68 seats and could change the result either way. Election officials are expected to recount two million votes in a process that could take weeks. The election was narrowly won by Maliki’s rival Iyad Allawi and his secular Iraqiyya bloc, but neither Allawi nor al-Maliki have obtained a clear majority to form a government. 1
