Bhutan finally witnessed the democratic election of Jigmi Yoezer Thinley as the first elected prime minister. Portfolios of various ministers were also announced. Thinley announced that the constitution would be announced soon, followed by a discussion of the 10th five-year plan1.

India meanwhile lifted the ban on imports of rice brands from Bhutan, in a special gesture of initiating cordial relations with the new government2.
