India underlines ‘state complicity’ in terrorism; UN Security Council expresses concern over situation in Cote d’Ivoire; UNSC welcomes election process in Haiti

  • At the United Nations, India highlighted the problem of ‘state complicity’ in terrorism and called for a global pact to combat the menace. During a discussion on the root causes, impact and responses to terrorism, India’s permanent ambassador to the UN, H.S. Puri said, “We must squarely face the issue of state complicity”. He further stated that while some states justify acts of terrorism, others “have also irresponsibly used terrorism as an instrument of state policy.” He also underlined the need for a global compact to battle terrorism.1

    Meanwhile, speaking on behalf of the Security Council, Nestor Osaorio, the permanent representative of Colombia expressed grave concern over continuing ‘loss of life and attacks on civilians’ in Cote d’Ivoire and called for dialogue between Gbagbo and Quattara.2

    In other developments, the Security Council welcomed the ongoing election process in Haiti and stressed the importance of its completion in a ‘peaceful, credible and legitimate’ way which will contribute towards consolidating democracy, allow for completion of constitutional reform and provide a strong basis for continuing reconstruction efforts. The Council also stressed that there cannot be genuine stability or sustainable development in the country without strengthening its democratic institutions. The 15-member body also called on the international community to continue its vital support and on donors to fulfill their pledges without delay.3
