  • Former US Secretaries of State Henry Kissinger, George P. Shultz, James Baker III, former Secretary of Defense William Perry and Sam Nunn, former Democratic Senator from Georgia were in Moscow during the week for informal meetings with top Russian officials on a wide range of issues. Their visit, in different capacities, assumes significance ahead of the meeting between Mr. Medvedev and Mr. Obama in April. Mr. Baker on his part stated that the goal of eliminating nuclear weapons was laudable but noted that Russian-American relations could be more immediately revived by resuming talks on extending the terms of the 1991 Strategic Arms Reduction Treaty (START I), which expires in December 20091.
