    According to reports, five police personnel have been placed under suspension in connection with the incident in which a 29-year-old journalist was killed in police firing in Manipur. A three-member enquiry committee headed by Principal Secretary (Home) Suresh Babu has been constituted to probe December 23 incident and the panel would submit its report to the government for further action within a week. The police fired to disperse supporters of a general strike called to demand the arrest of a Naga militant who allegedly molested a film actress on December 18. 1

    Reports noted that the law-and-order situation was under control even as tension gripped the MKB Tea Estate in Bordumsa of Tinsukia district on December 27, a day after a group of agitated labourers burnt alive the estate's owner and his wife. Tinsukia Superintendent of Police PP Singh said the labourers continued their protest till late December 26 night but a large number of security personnel were deployed in the tea estate to stop further escalation of violence. 2

    According to reports, tension prevailed in entire Miao and its adjacent areas of Changlang district in Arunachal Pradesh due to communal clashes between two communities since December 23. More than ten houses and several motor vehicles were gutted during the conflict. Four persons have lost their lives in the conflict. A plot of land at Empen is the bone of contention between the two communities. According to a report, the Chakmas were encroaching the land belonging to the Singpho community for which the hostile situation arose in the area. Though the Singphos had the Land Possession certificate (LPC), the Chakmas allegedly attacked the Singpho inhabited areas there and burnt down the houses and property besides attacking the Singphos. CRPF, IRBN and Assam Rifles have been deployed in the conflict zone. Section 144 has been clamped in the entire area to control the situation. 3

    In another development, reports noted that the draft 12th Five Year Plan has identified connectivity as crucial to the Northeastern region, both between the States and Myanmar and Bangladesh. The draft plan also mentions the India–Bangladesh Trade Relations, pointing out those India-Bangladesh relations intensified during the year. The draft noted that a Memorandum of Understanding (MoU) on establishment of border haats at Baliamari-Kalaichar and Lauwaghar-Balat at Meghalaya, India–Bangladesh border was signed on 2010. The first border haat at Kalaichar was inaugurated in 2011 and both the border haats are now operational. 4
    In other developments, according to reports, normal life in Manipur was completely out of gear again due to the resumption of indefinite general strike and bandh in Naga areas and subsequent reimposition of twelve hours curfew in the four valley districts in the State. 5
