    According to reports, India's Prime Minister Manmohan Singh has formally communicated to the Sri Lankan President Mahinda Rajapaksa of his decision not to attend the Commonwealth Heads of Government Meeting (CHOGM) that will begin Friday in Colombo. Meanwhile, the Indian delegation will be led by External Affairs Minister Salman Khurshid who has asserted that the Prime Minister's decision will not impact bilateral ties between the two countries. 1

    Reports noted that the Joint Indo-Lanka Maritime Fleet Exercise - SLINEX 2013 was held in the seas off Goa from November 4-8. 2

    In other developments, according to reports, a Sri Lankan court ordered the release of 22 Indian fishermen arrested by the Sri Lankan Navy. Naval personnel attached to the North Central Naval Command arrested the 22 Indian fishermen and 5 trawlers on 15th October from the waters off Thalaimannar. 3

    Reports noted that Sri Lanka has concluded an agreement to purchase 100 cars manufactured by Toyota Pakistan. 4
